STOK was founded in 2005... but that was not its beginning. The acronym STOK derives from "Stichting ter ontwikkeling van kilometerverzekeringen", meaning the Foundation for the Development of Mileage Insurance Policies. We started life under this name in 2003 in partnership with the initiators.

Much has happened in the intervening period. The government has passed a resolution on the kilometre (mileage) charge, and insurers have formulated ideas about variability for the cost of driving.
The time is ripe for our concept. Society wants to pay per kilometre, the technology is available and affordable (the black box and mobile telecommunications), consumer sensitivity to the high cost of motoring is rising (consumers go for the lowest price), and insurers want greater market share and better risk management through further differentiation.
On the one hand, STOK acts as a service provider between government and financial services providers, and on the other between road users and commercial fleet owners. This enables it to ensure that technology and information are available for all parties. Its concept is an affordable solution, because the information is transmitted from the car via a black box and via mobile telecommunications.
